Port Security Grant Information JMTX has been designated by the Captain of the Port to serve as the Fiduciary Agent (FA) of the PSGP for the port of Jacksonville. PSGP funds are primarily intended to create a sustainable, risk-based effort to protect critical port infrastructure from terrorism, particularly attacks using explosives and non-conventional threats that could cause major disruption to commerce. The PSGP provides grant funding to port areas for enhancing maritime domain awareness, expansion of port recovery and resiliency capabilities, enhancing risk management capabilities to prevent, detect, respond to and recover from attacks involving improvised explosive devices, Chemical, Biological, Radiological, Nuclear, Explosive (CBRNE), and other non-conventional weapons, as well as training and exercises and Transportation Worker Identification Credential (TWIC) implementation. Fiscal Year (FY) 2011 PS Grant Award Updated July 2011: The targeted allocation for the port of Jacksonville is $1,576,810. The FY 2011 PSGP application period is now closed. All approved FY11 Investment Justifications were submitted to FEMA 17 June 2011. FEMA has stated that they will "evaluate, act on applications, and make awards on or before September 30, 2011". Current Status of Awards Updated July 2011: Once projects are submitted to FEMA, they undergo a 3-phase approval process: The ESC/National Review Panel, the Budget review and EHP review. The Budget and EHP reviews are conducted concurrently. Once JMTX receives a memo from FEMA stating that the funding for a particular project has been released, JMTX will notify project managers immediately and they may begin their projects.
FY07 Sup Award: All
projects have received Release of Funds Memos. FY08 Award: Of the 24 projects submitted, 23 projects have received Release of Funds Memos. One project is still awaiting EHP approval.
A one year extension of the FY08 Award has
been approved. The award is now scheduled to end 7/31/2012. Please
contact the PSGP manager for a copy of the Grant Adjustment Notice (GAN).
If necessary, an additional extension may be requested by the FA as this
end date approaches. Under no circumstances may the award be
extended beyond 7/31/13. Funding will be reprogrammed at this
time. FY10 Award: All 19 projects submitted have received Release of Funds Memos. FY11 Award: 15 projects have been submitted to FEMA for approval and are awaiting Release of Funds. Points of Contact:
